Prince Harry’s decision to step away from the British royal family has long been portrayed as a dramatic break with royal tradition. But a new account suggests that the Duke of Sussex may not initially have wanted a complete departure — and that Queen Elizabeth II ultimately forced the issue with a remarkably blunt choice.
According to royal historian Hugo Vickers, whose biography Queen Elizabeth II: A Personal History examines the late monarch’s life and reign, Harry had hoped to find a compromise that would allow him and Meghan Markle to build an independent life while retaining a working connection to the monarchy. The proposed arrangement has often been described as “half in, half out.”
The idea was significant. Rather than abandoning royal duties entirely, Harry and Meghan wanted greater financial independence and more freedom while continuing to undertake selected work connected to the Royal Family.
However, Vickers’ account says Queen Elizabeth rejected the hybrid model. Her position was essentially that there could be no halfway arrangement: Harry and Meghan had to be “all in or all out.” Vickers reportedly characterized Harry as “reluctantly” choosing to leave.

The timing is important. In January 2020, Harry and Meghan announced that they intended to step back as senior working royals and pursue a more independent future. The announcement initially caught the wider royal establishment off guard, and Harry subsequently traveled to Sandringham to discuss the situation with his grandmother, father and brother.
Queen Elizabeth’s public response was considerably more measured than the private account suggests. Following discussions at Sandringham, she said the family supported Harry and Meghan’s desire to create a new life, while acknowledging that she would have preferred them to remain full-time working members of the Royal Family. She also said the family respected their wish for greater independence.
The eventual settlement meant the Sussexes would step back from active royal duties, cease using their HRH styles publicly, stop receiving public funding for their royal work and pursue financial independence. A transition period involving time in Canada and the United Kingdom was initially envisioned, although the couple ultimately established their permanent home in California.
The revelation is particularly striking because it adds another dimension to one of the most consequential royal decisions of recent decades. Rather than a simple decision by Harry and Meghan to walk away, the account portrays the situation as a negotiation in which the monarchy ultimately refused to accommodate a hybrid role.
Yet the relationship between Harry and his family has not disappeared entirely. In July 2026, Harry, Meghan and their children reunited with King Charles III and Queen Camilla at Highgrove House — the first such family gathering in years and a potentially important sign that relations could be moving toward reconciliation.
More than six years after the Sussexes’ departure, Queen Elizabeth’s reported “all in or all out” stance remains one of the defining moments in the story of Harry’s royal exit. And with family ties now showing tentative signs of repair, the consequences of that extraordinary choice continue to shape the Sussexes’ relationship with the monarchy.
